Due to on-going efforts to respond to Winter Storm Adrianne, the Naugatuck Department of Public Works (“DPW”) has canceled trash and recycling collection for today, Monday, December 27, 2010. This will result in the following changes for this week only:
- Regular Monday collection will be Tuesday, December 28, 2010;
- Regular Tuesday collection will be Wednesday, December 29, 2010;
- Regular Wednesday collection will be Thursday, December 30, 2010;
- Regular Thursday collection will be Friday, December 31, 2010; and
- Regular Friday collection will be Sunday, January 2, 2011.
The regular trash and recycling collection schedule will resume on Monday, January 3, 2011. Residents are asked to remove any remaining snow from inside and around collection containers and refrain from stacking the containers on top of snow banks. The continued cooperation of residents during Storm Adrianne is greatly appreciated.

Winter Storm Adrianne is forecast to bring significant snowfall and heavy winds throughout Connecticut Sunday (12/26/2010) well into Monday (12/27/2010) morning . A parking ban is in effect for all applicable streets in Naugatuck beginning this afternoon (12/26/2010) and remaining in effect all day Monday (12/27/2010). Residents who live along streets not subject to the parking ban are requested to refrain for on-street parking to the best of their ability.
Snow accumulation is likely to increase significantly later this afternoon (12/26/2010) and remain heavy into Monday (12/27/2010 morning. Snowfall will be accompanied by high winds throughout the storm.
The Naugatuck Department of Public Works has all sixteen (16) of their equipped vehicles plowing. Eight (8) private contracting trucks have also been engaged to assist with snow plowing and road maintenance. Residents are advised to avoid travel if at all possible. Information regarding any power outages impacting Naugatuck can be accessed directly from the Connecticut Light and Power (“CL&P”) website.

There will be a special meeting of the Board of Mayor and Burgesses (“BMB”) next Tuesday, December 28, 2010, 6:00 PM, at Town Hall. The agenda for said meeting can be viewed here.
While the week between Christmas and New Year’s Day is usually a quiet time of year, the BMB has multiple, significant items to address prior to our regular meeting in January, 2011. In addition to acting upon the possible creation of a formal Charter Review Commission and a new alarm ordinance, land access agreements will be discussed which may facilitate the influx of badly needed jobs and tax revenue at a portion of the Chemtura property (former Uniroyal Chemical site).

A subcommittee comprised of Burgesses Tony Campbell, Mike Ciacciarella and Bob Neth recently concluded investigation of potential changes to the Borough Charter. A report from the subcommittee was presented at the December 7, 2010, meeting of the Board of Mayor and Burgesses (“BMB”) and can be viewed here. The subcommittee met multiple times, conducted a public forum and solicited opinions from residents. We would like to thank subcommittee members for there hard work and commitment to the effort and also the numerous residents who submitted ideas and suggestions.
In the coming weeks, the BMB will likely appoint a formal charter review commission to further examine potential charter changes. Once created, a formal charter review commission will consider the suggestions from the BMB, but can also suggest different changes based on their deliberations. There are strict requirements regarding composition of such a commission which insure representation from citizens and public officials from different political parties. A public hearing is required and will likely be a priority once the commission is created.

Our office has received communication from residents concerning the installation of a cellular tower at Maple Hill Elementary School. We have been coordinating with Maple Hill Parent Teacher Organization President Diane Parzyck for a meeting to discuss the cell tower matter. Tentatively the forum has been scheduled for Monday, December 13, 2010, 6:30 PM at Maple Hill. We are aware of the concerns and would like to address any questions. I believe Ms. Parzyck will be communicating with parents to confirm.
I have never heard of concerns raised over possible, negative health implications from cell towers. There was no discussion regarding such concerns when the matter was discussed by members of the Board of Mayor and Burgesses (“BMB”). We were presented with a proposal for a lease agreement at multiple locations. Burgesses voted unanimously (Burgess Campbell was absent) to authorize execution of the lease agreements at a Special Meeting of the BMB on February 22, 2010 ( http://www.naugatuck-ct.gov/Documents/Borough_board/ms022210.pdf ). From my understanding, this was prior to land use involvement. There has been no action taken by the BMB since said time except for my execution of the agreements based on BMB authorization and advice from counsel. During the special permit process with land use boards, issues regarding safety were apparently raised and discussed with engineers.
Involvement by Board of Education (“BoE”) members in this process was limited. The majority of BoE members had no knowledge of the proposed cell tower. The schools are owned by the municipality, and the BMB authorized the lease arrangement. While there apparently was knowledge and review by staff and the chair of the facilities committee, there was no action taken by the BoE and no conversation regarding potential safety issues at any regular meetings.
Certainly no one was attempting to put the safety of children at risk for financial gain. It is our job and the job of the BMB to analyze revenue opportunities in the best interest of taxpayers and that is all that was done here. Other locations were considered in addition to Maple Hill, and other cell towers currently exist in Naugatuck.
Research on the internet yields numerous comments on the topic, but most valid, scientific analysis I have read states that there is no scientific proof that transmissions from cell towers cause any negative impact to human health. My son Jay is also a student at Maple Hill, and I do not have any concerns over his short-term or long-term health based on the proposed usage of the cell tower at the school.
That being said, we can revisit this issue and gather more information. The subject matter is very scientific in nature and can be explored in greater detail. Our office, through our attorney, have been in communication with the cellular company. There are no immediate plans to install the tower as apparently the company missed its internal funding deadline due to the time required during the land use process and would not be funding until the Fall of 2011. This will allow us enough time to investigate and negotiate any solutions that could accommodate concerns. Communication with the company has been good throughout and we expect that to continue.

The Saint Francis of Assisi School Holiday Bazaar will be held this Sunday, December 5, 2010, from 8:00 AM to 2:00 PM at the Saint Francis Church Hall, 318 Church Street, Naugatuck, CT 06770. Severe storms have hit many parts of the state today (12/1/2010) including Naugatuck. While strong winds and heavy wind have caused only minor damage, there are approximately five hundred (500) Naugatuck homes without power as of approximately 6:30 PM. Connecticut Light and Power (“CL&P”) representatives have stated that the two (2) primary areas currently without power are located along and near Wooster Street and Lewis Street. Crews are currently repairing lines in the Wooster Street area and will soon move to Lewis Street upon completion.
CL&P estimates that power will be restored to approximately ninety nine (99%) percent of the Borough by 12:00 Midnight, with one hundred (100%) percent restoration by 6:00 AM on Thursday (12/2/2010).
