A Connecticut Light and Power (“CL&P”) crew will remain in Naugatuck clearing potentially dangerous power lines until 11:00 PM this evening (10/31/2011). We have attempted with great frustration to ensure that a CL&P crew remain in Naugatuck throughout the night. Unfortunately CL&P would not agree to do so despite repeated calls from multiple individuals. While we understand that the situation is desperate throughout the state, we wish that more resources were available from the utility company to clear roads and begin to restore power. Borough crews have been working constantly since Saturday (10/29/2011), but need assistance from CL&P to ensure power lines are not energized when clearing trees and limbs.
CL&P representatives have informed us that the company hopes to begin restoration efforts on Tuesday (11/1/2011), but that we could still be several days away from returning Naugatuck to full power. Several transmission lines are being fixed throughout Connecticut, which has to occur before fixing substation and distribution lines. Once restoration begins, local priorities will be areas with senior housing and/or nursing facilities, public buildings including schools and those circuits which contain the most customers. We will provide more detailed information on what areas are being restored as it becomes available to us. Quite frankly it is information which we are all eager to offer the residents of Naugatuck. Unfortunately we need assistance from CL&P to start getting power restored in the Borough.
Additional information regarding on-going shelters and warming centers will be provided in the morning through electronic means and the Code Red system. We will also provide information to WATR 1320 AM radio. Special thanks to Deputy Mayor Tamath Rossi for taking time to speak with Larry Rifkin on WATR this morning (10/31/2011).

Since typing this post, we have been informed that the CL&P crew in Naugatuck is done working this evening (10/31/2011) and will not be returning until the morning (11/1/2011).

The following update has been submitted from Superintendent of Streets Bob Roland:
“The CL&P contractor is working on Krofut Rd., Evelyn Dr. area. A Lot
of damage there, numerous large trees and limbs, old transformer on
ground. Bellemare tree service is with them. A second tree
crew, Lewis Tree (CL&P) is arriving there as I write this. They will be
working from both ends of Krofut. I have notified Middlebury Public
Works, as Krofut turns into Shadduck on the Middlebury side.
Town tree crew is in the area, and available if needed. Town tree crew
II, is in the Quinn St. area with our chipper clearing roads only for
now. Both Town crews are working OT this afternoon and evening
.Hopefully Krofut road should be open this evening.”

Naugatuck Schools will be closed Tuesday, November 1, 2011. We have reports that three (3) schools remain without power, and two (2) others (Andrew Avenue Elementary School and City Hill Middle School) will be functioning at overnight shelters.

Residents with generators are required to ensure adequate ventilation. Generators should be used only in well-ventilated areas located as far as possible from homes and garages, with exhaust systems pointing away from windows, doors and other vent openings. Generators should not be used inside garages, even if the doors are open. The fumes emanating from generators can be poisonous to humans and pets. Please turn-off generators and allow them to cool before refueling.
All residents are advised to have properly working carbon monoxide detectors.

Approximately seventy five (75%) percent of Naugatuck remains without power. Several roads remain blocked due to downed trees and power lines. Borough crews are working with Connecticut Light and Power personnel to clear dangerous road hazards and allow restoration of power efforts to begin.
Naugatuck will operate overnight shelters at Andrew Avenue School, 140 Andrew Avenue, and City Hill Middle School at 641 City Hill Street, beginning at 5:00 PM. Hot meals and beverages will be available to all residents without power at Andrew Avenue, with prepackaged meals available at City Hill. Hot breakfast will be served at both locations on Tuesday morning.
An additional twenty five (25) cots will be available for senior citizen residents in the community room of Oak Terrace Senior Housing located at 53 Conrad Street, also beginning at 5:00 PM.
Residents in need of emergency transportation to a shelter may contact the Naugatuck Fire Department at 203-720-7082.
Admittance to all overnight shelters will be on a first come – first serve basis. We ask all residents wishing to spend the night to bring pillows and blankets for each person in the family. We ask that only those residents most in need seek overnight shelter.
Warming stations will be open during daytime hours today at Andrew Avenue School, the Naugatuck Senior Center, the Congregational Church and the Howard Whittemore Library beginning at 9:00 AM. Light snacks and beverages will be available free of charge. Residents may charge cells phones and other personal computing devices at all facilities and any other Borough building that will be open.
Hot showers are also available at City Hill throughout the day and night beginning at 2:00 PM today.

Naugatuck trash and recycling pick-up remains on its regular schedule.
Leaf pick-up has been postponed. A new schedule for leaf pick-up will be announced at a later date.

The Naugatuck American Legion/Naugatuck Firefighters Halloween Parade originally scheduled for today, October 31, 2011, has been postponed until Saturday, November 5, 2011, at 4:30 PM.
Potentially dangerous conditions still exist throughout the Borough in the aftermath of Storm Alfred. Approximately two thirds (2/3rds) of Naugatuck customers remain without power as of 9:00 AM this morning (10/31/2011). Streets lights and stop lights are not functioning in several areas throughout the Borough. Downed trees and power lines still exist in numerous neighborhoods. We strongly recommend that Naugatuck families cancel plans for traditional trick or treating activities this evening (10/31/2011), and postpone this annual tradition to Saturday, November 5, 2011. We believe that it is not safe to have children trick or treating under current conditions.

In addition, Andrew Avenue Elementary School, 140 Andrew Avenue, Naugatuck, CT 06770, will be available as an overnight shelter. Cots will be available for approximately two hundred (200) residents for overnight stays. Hot meals and beverages will be available at Andrew Avenue to all residents without power beginning at 6:00 PM. Admittance to the overnight shelter will be on a first come – first serve basis. We ask all residents wishing to spend the night to bring pillows and blankets for each person in the family.
Warming stations will be open during daytime hours on Monday (10/31/2011) at Andrew Avenue School, the Naugatuck Senior Center, the Congregate House, the Congregational Church and the Howard Whittemore Library beginning at 9:00 AM. Light snacks and beverages will be available free of charge. Residents may charge cells phones and other personal computing devices at all facilities and any other Borough building that will be open. We are working to arrange for temporary shower facilities for Monday (10/31/2011).
Any decision regarding recommendations for Halloween trick or treating will also be made on Monday (10/31/2011) after accessing safety concerns.

Naugatuck Schools will be closed on Monday, October 31, 2011, as a result of the significant power outages (currently at about 74%) experienced throughout the Borough, including most school buildings. Any decisions about future closings beyond Monday (10/31/2011) will be announced later as more information about power restoration becomes available.
