I thank all those who exercised their right to vote in our local election, and am especially grateful to all those who placed their trust in me to serve on our Naugatuck Board of Education. Our Borough is a special place comprised of special people. Over the years we have faced our challenges with grit, determination, perseverance and an unwavering Faith in the promise of a better future. We are now witnessing the rewards of our collective efforts in the form of incredible and unprecedented economic development in our downtown, new industrial park and massive Amazon project in collaboration with the City of Waterbury. The time is now to collectively commit to creating a culture of excellence, success and compassion in our school district. This will not be easy, but Naugatuck people always rise to the occasion to do hard things. I have never been more excited to work with my colleagues, community stakeholders, students, families and staff to make Naugatuck Public Schools all we know it could be. Let's get to work...

           1. Educators and the community want clarity about how funds are prioritized and spent. How will you ensure transparency in the district’s budgeting process, and what specific steps would you take to make financial decisions more accessible to both staff and the public?

While all our meetings and workshops on the annual budget are public, it likely does not feel that way to stakeholders. While we publish all notices in accordance with the Freedom of Information Act, they are often generic in nature and very few, if any, attend. We must do a better job informing staff and the public about the importance of participating, learning and understanding the important decisions that are being discussed. While I am obsessive about responding to every call, text or email I get from constituents and interested parties, I am going to be more vocal if reelected about engaging others to participate in our workshops and posting pertinent financials online as a follow-up. The technology exists to provide a level of transparency that will inspire confidence in our board rather than suspicion.

In addition, we need to rethink and improve the way our monthly finance report is presented. Too often it is shown on the screen at our monthly meeting, few questions are asked and in less than a minute we move-on to the next topic. Educational budgeting is fluid. There will always be forces that require us to react during the course of the fiscal and school year. That being said, we collectively need to do a better job of digging deeper into the reasons and impact such changes may have as the months progress. People’s livelihoods and our student’s education is impacted by decisions made by central office responding to fluctuations in budget. We must do a better job at knowing the details, explaining the ramifications and informing those on the front lines. Our financial oversight role is ripe for improvement, and no better time than now.

           2. Many of our buildings are decades old and not designed for current instructional or safety needs. What action steps will you take to address aging school facilities and ensure that every student learns in a safe, accessible, and modern environment?

There are many valid reasons why we paused action on our Long Term School Facilities Planning Committee (LTSFPC). While we had an early and big win with the renovation of Naugatuck High School, economic challenges presented significant obstacles to continuing implementation in the mid to late 2010’s. The LTSFPC was created to avoid reacting to situations in our buildings, finances and enrollment well in advance. Sadly that did not happen last year when we were forced to closed Salem School.

The time has never been better to revisit this plan, much of which remains valid today. Mayor Hess and his team are advancing economic development on many fronts at a rapid pace. Examples of this are downtown redevelopment, Amazon, a third industrial park and acquisition of the old Peter Paul/Hershey site. Our tax base will greatly benefit from this but our schools need to keep pace. The time to begin the plan for a two campus, 5-8 intermediate/middle school at the Cross Street site is primed to renew. Acquiring the Hershey property will allow for additional land to be added our adjacent school campus and present an opportunity to finally begin the next phase the plan.

In addition, the assumption of school facility maintenance by the municipal government is welcome news. Through this partnership we have already begun to see results, and were able to partner with an energy company that will produce much needed improvements at several of our buildings with no cost to the district.

           3. Collective bargaining plays a central role in maintaining fair working conditions and stable schools. How do you view the role of the teachers’ association in shaping district decisions, and what approach would you take to ensure negotiations are fair, collaborative, and solutions-focused?

During my tenure as mayor, I never formed a standing or ad-hoc committee without including a representative from a collective bargaining unit. While we may not always agree, the voice and engagement of NTL is a critical part of decision-making, dialogue and collaboration. We need to foster a district culture that encourages free expression, professional growth and making our teachers feel part of something special.

I am proud and honored to be Blessed with an amazing daughter as one of your members. While she represents a fourth generation educator in her family, she chose Naugatuck for a reason. Our family believes in the amazing talent, community spirit and tender hearts of your members. Ensuring a seat at the table, maintaining open dialogue and fostering a sense of ownership for Naugatuck teachers will always drive my decision-making as a board member.

           4. Sustained investment in people and programs directly impacts student success. How will you advocate for adequate funding for public education, and how will you decide which priorities deserve protection if the district faces a budget shortfall?

We were all forced to address this question during the last budget process. When forced to make less than ideal cuts to our district, I have prioritized the areas which will have the greatest impact on learning and reflect the greatest needs of our district. Those include math and literacy instruction, a safe and orderly school climate, behavioral and emotional health, and core subject matter.

I have been involved in multiple roles with twelve annual budgets through my time in local government. I have consistently and vocally supported protecting our educational budget during each one, even when some of those decisions were unpopular in our community. While we may never have as many resources as we would like, investing in our children is the most important job we have as a community.

           5. Accountability ensures that every initiative improves student learning and staff support. How will you evaluate whether district programs and leadership decisions are effective, and what data or feedback will guide your decisions about continuing, changing, or ending an initiative?

This is something I mentioned a few weeks ago. There are so many wonderful initiatives happening in our district that I do not believe we as board members completely understand. We see data at a monthly meeting, listen to a report, celebrate a success, but do not fully comprehend much of the data and educational philosophy behind many initiatives. While we should not interfere with or micromanage the role of educational leaders, we as board members need to have a better understanding of key programs and strategies being implemented in our schools.

If reelected, I plan to propose periodic workshops for board members to delve deeper into the challenges facing educating our students, what we are doing as a district to address them, and whether or not there is consensus if they are working. I could not imagine this process not involving our teachers. Analyzing data is an important part of analyzing and assessing, but hearing directly from those implementing is just as important.

           6. Retaining great educators requires more than pay; it’s also about respect, voice, and working conditions. What will you do as a board member to improve morale, elevate the teaching profession, and ensure educators feel valued and supported in this district?

First, I will continue to be an accessible and active listener. While board members cannot deal directly with members of collective bargaining units, there is no prohibition against feedback and constructive dialogue. There should never be a culture of fear that discourages people who work for our district from expressing their opinions and observations to board members. While I respect the chain of command and going through the proper channels, I think central office has not created a healthy climate of encouraging expression from and dialogue with those on the front lines of education.

Second, to do your very difficult and demanding job you must feel supported and respected. I realize and respect that there are times when union work is required, but I know that the loyalty of the overwhelming majority of your membership starts and ends with our students, their families and this community. I know this because I see it, feel it and have been Blessed to faithfully entrust our own children to you over many years. If you are one of those special teachers, I will always have your back.

My name is Bob Mezzo and I am a lifelong Naugatuck resident who served three terms as mayor from 2009 through 2015. I am married to my best friend, Eileen (Sorcinelli) Mezzo, who has been a Naugatuck educator for 35 years, the last 20 in administration. We are blessed with three children: Ally (NHS Class of 2016), Jay (NHS Class of 2020) and Jack (current freshman at NHS). I am a parishioner at Holy Rosary Church in Ansonia, which is Eileen’s church since childhood. I received my bachelor’s degree in Political Science and History from UConn, and law degree from UConn Law School. I am currently a commercial real estate lender for Ion Bank.

I rejoined the Board of Education in 2023, and currently serve on the Facilities and Policy Subcommittees. In addition, I am a board member of Naugatuck Ambulance, Inc. and the current secretary of the Naugatuck Economic Development Corporation. One of the greatest joys of my life is the relationships I have developed with student-athletes and their families in over 31 years of coaching youth and scholastic sports in Naugatuck. This includes associations with Naugatuck Pop Warner, Union City Little League, YMCA Little Pal Basketball, Naugatuck Basketball Association, Naugatuck Youth Soccer, NHS Tennis and City Hill Baseball. On Friday nights in the fall you can find me in the press box at Veterans Field doing public address for Greyhound Football. Most importantly, I serve as a Eucharistic Minister at Holy Rosary.

The past two years have challenged our school community as limited resources resulted in many difficult decisions during the annual budget process. When forced to make less than ideal cuts to our district, I have prioritized the areas which will have the greatest impact on learning and reflect the greatest needs of our district. Those include math and literacy instruction, a safe and orderly school climate, behavioral and emotional health, and core subject matter.

During my first year back on the board, I led the effort to remove student cell phones from our buildings during the school day. This has resulted in a better learning environment and less distraction for both students and educators.

One of the most important jobs of local government is to listen. While I bring a unique skill set to our board of education, I have made myself available to hear the many wonderful voices that comprise our educational community. Communication, transparency and always showing-up are the core requirements of involvement in local government, and I continue to be available to all I serve.

Creating an Exceptional School Climate in an Age of Educational Competition

Our schools are more than places of learning. They are all individual communities that comprise the greater NPS Family.

Our schools are more than places of learning. They are all individual communities that comprise the greater NPS Family. Students spend a significant amount of time in them during their formative years. Parents form lifetime relationships with each other bonding through PTA meetings, school sports, music and arts events. Educators form bonds with both, working to instill The Vision of the Graduate in each and every one of their students. It is in our buildings and on our grounds that students learn many social skills, form friendships, develop passion and purpose through success and failure, and make memories that often last a lifetime.

This vision may sound utopian, and unfortunately there are those in our community who believe our public school system is not the best environment for their children’s education. There are understandably various reasons for this: the physical condition of our buildings, the perceived inability for our district to provide adequate services for their child, standardized test scores or negative interactions with staff, other students or families. Our reliance on social media, while providing a voice to all, can perpetuate negative perceptions that are less black and white but very grey.

Never before have parents had more options outside the traditional public school system. Private and parochial, prep, tech and public magnet schools all market the ability to provide students not only the skills but an environment that public schools struggle to do. I completely understand that we all want what is best for our children and sometimes choosing a different option makes sense for a particular family. Whatever choices parents make about where to send their student is the right choice for their individual family. That does not mean it doesn’t pain me to see so many of our students leave the district for other schools.

As a board, we must realize that we are in a competition to appeal to our students and families, a competition that is not always a level playing field. Competition will only grow as funding is increased for public magnet and charter schools. It is why we must ensure that NPS works tirelessly to create a school climate that attracts and retains Naugatuck students.

Recent state-mandated initiatives have required educational leaders to revise school culture and climate policies. The changes that NPS has made to policy allow a more holistic approach to all the factors that create a school environment. While not ignoring the difficult topic of bullying, the new requirements recognize that conflict between students is often complicated, encompasses many forms and often involves behavioral and mental health challenges that impact students differently. Restorative practices that seek to address the root cause of student issues have always been part of our educator’s and social worker’s toolbox, but the new approach is now codified as part of our school policy.

I would challenge anyone to dispute that amazing things do happen in our schools on a daily basis. Some days are easier than others and resources do play a role, but many of our parents and families are amazed at what the district has to offer from an educational, cultural and developmental perspective. Our elementary schools particularly, create a close family community. Our building leaders, educators and support staff pepper the calendar with enjoyable events throughout the year, while attempting to identify students who have social and emotional needs at a young age. This becomes more challenging as students age, seek to find their place in world and begin their often tumultuous journey into young adults.

Unlike many of my age, today’s students are digital natives. They know nothing other than technology, and all the good and bad that emanates from it. During this past term I initiated discussion to remove cell phones from our middle and high school during the day. While this was initially met with skepticism, educational leaders implemented the new policy flawlessly and much of the angst dissipated within the first weeks of the school year. The results have been less distraction, more interaction verbally between students and less opportunity for drama that results from negative use of social media. As parents we are responsible for that after school hours (believe me, I know how difficult that is), but the results of the change in policy have had a positive impact on school climate.

We must focus and prioritize limited resources to ensure that students have access to the counseling, behavior and mental health services that they need at various stages of their lives, both inside and outside of our buildings. The addition of behavior techs, school resource officers, social workers, security personnel and trained counselors in addition to our private and non-profit partners have begun to make a difference in improving school climate and a feeling that our schools are a safe, nurturing environments conducive to learning. As a board we must be vigilant to ensure this continues, and nimble enough to adapt to inevitable challenges that rise from time to time and address early.

Appearance matters also as it drives perception from the outside in. Many of our facilities are outliving their educational lifespan and we need to address holistically as discussed in

The Most Important Job of a Board of Education

Being in charge of a local school district is one of the most challenging and thankless jobs in any community.

Being in charge of a local school district is one of the most challenging and thankless jobs in any community. Superintendent Montini led NPS through a particularly challenging time in its history which included a global pandemic, significant budgetary obstacles and a challenging national environment to attract, retain and professionally develop educators. He should be commended for his commitment to our district, tireless work ethic and composure when faced with making decisions that would inevitably by criticized by certain stakeholders.

The vacancy in our superintendent position imposes significant responsibility on the BoE, but also presents great opportunity. There is no more important job that board members have than choosing a strong educational leader, nurturing and supporting that person’s professional growth and holding a superintendent responsible for implementing the vision of the district and community. Finding the right person is difficult but critical. This will not be easy, but our search should focus on a new superintendent who has the most experience, wisdom, temperament and moral compass to meet the following:

           Educational Leadership

Our district is a microcosm of America. Our students come from diverse socio-economic, racial and ethnic backgrounds and possess a wide range of educational abilities, talents and challenges. Our next leader must simultaneously provide an educational experience that both challenges and prepares our students for the rigors of learning at the next level while holding students accountable who struggle with various needs. This is not mutually exclusive.

           Communication

The digital age requires a level of communication and transparency that is not always the strength or focus of educational leaders. Even the perception of failing to communicate in a community like Naugatuck creates mistrust. We must find a leader that has the skills and confidence to keep our community informed, even if the information is not what everyone wants to hear.

           Professional Development

Being an educational leader, classroom teacher or frontline support staff member is one of the hardest jobs around these days. No decision by a superintendent will be universally supported, but those who spend their stressful days in our buildings need to know they have an educational leader who will hold them accountable but always have their back when the inevitable difficult day happens or stakeholder complains. This requires a superintendent with thick skin, compassion for employees and ability to get the best from every educator in the district. Much like our students, educators are lifelong learners who need excellent, consistent and frequent opportunities for professional development.

           Management

Ultimately our superintendent is the head of the largest department in the Borough. This not only includes frontline educational staff, but facilities, maintenance, IT, human resources and finance. Our next superintendent must install a mindset in all of our employees that their primary job is to educate and care for our students, regardless of whether or not they interact with them on a daily basis. Leadership must instill a comraderie that eliminates the silo mentality and inspires everyone to work towards the district’s mission. In years past, we have worked with our municipal partners on back office functions and need to return to collaboration with the Borough when appropriate. We will always be limited by resources, but working smarter and more efficiently can help reduce strain on our annual budget.

           Facilities

Perception matters. Unfortunately the outward appearance and conditions inside many of our school buildings sends a message to our students, families and staff that we are not putting our best foot forward creating a climate that is conducive to learning. The willingness of Mayor Hess and the municipal government to assume responsibility for many of the facilities duties will improve the situation, but our next superintendent must hold those responsible to ensure the outside and inside appearance of our school buildings present a welcoming, caring environment to encourage excellence.

Plan for the Future; Take Care of the Now

Modern, functional schools with all the benefits of new technology are wonderful, but I have always argued that the educators and support staff inside our schools matter far more than the condition of the buildings themselves.

Modern, functional schools with all the benefits of new technology are wonderful, but I have always argued that the educators and support staff inside our schools matter far more than the condition of the buildings themselves. That being said, we are reaching a point in Naugatuck where we cannot ignore the decaying condition of our school facilities and the failure to maintain the expensive investments that we have made over the years.

Shortly before the renovation to Naugatuck High School, a Long Term School Facility Planning Committee (“LTSFPC”) was formed to create a comprehensive plan for the future of our school buildings. The committee was chaired by Attorney Pete Hess, who is now our mayor. Phase II of the LTSFPC was the construction of a new 5-8, two campus intermediate and middle school at the current Cross Street location.

Unfortunately timing and finances put this phase and additional plans on hold. Naugatuck faced implementation of a revaluation of property, the first since the Great Recession which devasted the national housing market. While property assessments dropped for many residents, the mill rate spiked to adjust for the loss in value. Commercial property owners suffered as assessments were determined by an income generating approach commonly used in the financial sector. Major school improvement typically requires bonding, and approval for this is by public referendum. Given the impact to many resident’s tax bills, Naugatuck was in no position to approve major capital improvements at the ballot box.

I completely approve of Mayor Hess’ vision to renew school facility renovations after we begin economic development efforts. For the past 10 years Mayor Hess has strategically focused revitalization initiatives like no mayor in our history. Under his leadership, Naugatuck has commitments from the private sector to finally redevelop downtown Parcels A & B, build a third industrial park on the former Uniroyal Chemical site, partner with the City of Waterbury to bring an enormous Amazon distribution facility to a shared parcel near our existing parks and potentially have Naugatuck designated as in inland port given its location along a freight rail line. The completion of these projects will not only boost the Borough’s tax revenue, but will change the image, perception and economic viability of our community. The time is right to revisit the complimentary component of making sure our children our educated in modern, vibrant educational facilities.

Time has not been kind to our aging schools, particularly our middle school, City Hill. Being on the BoE facilities committee the past two years has been eye-opening about the needs and limitations of our school buildings. The time has never been as critical to renew the plans of our LTSFPC. While some tweaks are necessary, the fundamental thoughts behind the original plan are still relevant. Closing Salem School was traumatic for many in our community, and being proactive rather than reactive was the reason the LTSFPC was originally formed.

Our students, families, educators and support staff all deserve to spend their school day in first class, modern facilities like NHS. Let’s reengage our stakeholders to make this happen.

Constant “Breaking News” is available in a matter of minutes, often disseminated through social media. Unfortunately so is misinformation, which often spreads like wildfire. The decline of traditional, independent media makes discerning what is fact and what is more complicated even more challenging.

They are asked to make decisions on complex and often confidential information and are reliant on educational professionals to provide it. While elected officials usually bring their own unique life and work experiences, processing the nuances of educational finance, policy, law, curriculum and facility needs can be overwhelming and even intimidating. Many times this leads to a reluctance to speak at a public meeting or on the contrary, talking on subjects without proper context. Extremely difficult decisions have been made and have resulted in a feeling amongst many that our central office and BoE members have not communicated well with the community. The reality is that almost everything we do is public information, but it often does not feel that way when parents, staff, community members and our partner stakeholders read about events on social media, often Facebook in Naugatuck. While every action outside of specific permissible topics such as personnel is discussed at a public meeting, many are not aware that such meetings are happening or what will be discussed.

We need to do a better job, particularly during the budget process, of letting the public know the hard choices that are being discussed and offer every opportunity for people to learn and participate. The technology exists to do so and our community will feel more empowered with the opportunity to learn the facts and the rationale behind the difficult decisions that are being made. The overwhelming number of Naugatuck residents and stakeholders realize that solutions to challenges are often complex, and everyone involved will respect being provided as much information as possible to make informed decisions.

I look forward to working with all stakeholders to make Naugatuck Public Schools the best district in the state. Thank you to Mayor Pete Hess for leading the best team I have been a part of in all my years in government. Elections are over. Go Garnet and Grey. Let’s pull together and do great things for Naugatuck.

No matter who you support or what you believe, please exercise your precious right to vote today. Far too many Americans have fought and died to preserve this right and protect and preserve our democracy. Local elections have the lowest participation, but matter most. Please find your local polling place at the Connecticut Secretary of the State’s voter look finder.

Now we'd like to ask a few questions about your reasons for running and your general views on politics and government. First, why are you seeking this office?

I believe that my experience, skills and familiarity with our school district give me a unique perspective and opportunity to work together for positive change. I am excited for the opportunity to return to public service in our most critical area of local government.

I have a lifelong connection to Naugatuck Public Schools in several different roles, and want to make our district all it can be.

Please complete this statement: The single most pressing issue facing my constituents is ___, and this is what I intend to do about it.

Providing an exceptional educational experience for all our students and families that achieves the district's Vision of the Graduate. I will work collaboratively with stakeholders to ensure that all families have access to the necessary tools and community resources that will allow our children to focus on learning.

I also want to be a part of creating a school climate where educators and staff feel empowered and supported to be their best.

What are the major differences between you and the other candidates seeking this post?

I am so grateful that amazing people from diverse backgrounds have put forth their name to support education in Naugatuck. I believe that my professional experience, education and lifelong passion for Naugatuck Public Schools provide me the skills necessary to work collaboratively with those elected for positive change in our district.

What other issues do you intend to address during your campaign?

I have been a part of 11 municipal budget processes and 7 on the board of education side. I have consistently fought to protect education budgets from unreasonable, reactionary and sometimes arbitrary cuts to funding. This has not always been popular, but educating our children is the most important thing we do as a community.

If elected, I will work to prioritize resources that have the greatest impact on fulfilling our district’s mission of making the Vision of the Graduate a reality. I have always believed that the board of education and municipal government can work together to reduce cost and duplication on shared functions.

What accomplishments in your past would you cite as evidence you can handle this job?

As mayor, I served six and half years as a member of the Naugatuck Board of Education. My experience on the board gives me a unique knowledge of how both the board of education and the municipal government operate and when they can collaborate to maximize limited resources.

As a lifelong resident, spouse of a principal and youth sports coach of 30 years, I have developed many relationships with educators, students, parents and elected officials. In addition, Eileen and I have had children in the district since 2003: two who have graduated and gone to college, and a 7th grader at City Hill.

Aside from my Faith and my family, nothing is more important to me than the only hometown I have ever known. I have had to make many difficult and complex decisions during my time in local government, and am sure that some have not been the right ones. That being said, I have always done so with good intentions and communicated openly with everyone even if we disagreed. I welcome the opportunity to return to public life and work with others to make our district an amazing and inspiring place for students, families and educators.

I have a lifelong connection to and love for Naugatuck Public Schools. Our district has been a constant presence in my life in numerous roles: as a student, parent, spouse of a 34-year educator, member of the Board of Education for 6 and a half years, volunteer, and even an employee. I welcome the opportunity to return to public office and work together for positive change.

What can the school district do to improve student achievement?

We all like to keep score. Whatever pursuit we choose in life professionally or personally, it is human nature to want to see tangible results and measure oneself against others. An educational journey, however, is not as easy to measure. After all, the ultimate goal is to produce good human beings who can lead fruitful lives, adapt to changing circumstances and achieve their dreams. This path comes in many varieties and is articulated perfectly in our District’s

Many of our students excel in our district, but our standardized test results are often distorted by cultural and socio-economic challenges that do not exist in communities that score better than us. Numerous studies have been done about the best ways to address this, but it is not easy. Positive measures to reduce the achievement gap in Naugatuck include early intervention, smaller class sizes, individualized and supplemental instruction, access to mental health resources and connecting families to community resources that will ease economic and health care challenges.

As a community, we need to understand that we can’t measure the Vision of the Graduate solely through standardized test scores. The life path may look very different from student to student, particularly those from different backgrounds; but long-term success and happiness can take many forms.

School climate is important. Too often our educators and support staff feel unsupported. As the elected, educational leaders of our district, the Board of Education needs to do a better job collectively of fostering an environment of collaboration, personal and professional development and mutual respect amongst educators, students and families rather than an atmosphere that is driven by fear. I will prioritize creating a district-wide culture that ensures all stakeholders have the necessary tools and support to be their best self.

           1. Why are you running for elected office and what are your three top priorities to impact education in our public schools once elected?

I have a lifelong connection to and love for Naugatuck Public Schools. Our district has been a constant presence in my life in numerous roles: as a student, parent, spouse of a 34-year educator, member of the Board of Education for 6 and a half years, volunteer, and even an employee. I welcome the opportunity to return to public office and work together for positive change.

My top three priorities are as follows:

           * Work collaboratively with all stakeholders to create a positive climate in which students, families and educators feel empowered and supported to be their best.

           * Prioritize resources that have the greatest impact on fulfilling our District’s mission of making the Vision of the Graduate a reality.

           * Ensure that all families have access to the necessary tools and community resources that will allow our children to focus on learning.

           2. What special strengths do you believe you would bring to the board?

I can communicate effectively with stakeholders from various backgrounds and view points through calls/texts, emails, social media or my favorite: face to face communications. My experience on the board as mayor gives me a unique knowledge of how both the board of education and the municipal government operate and when they can collaborate to maximize limited resources. My wife and I have also had children in the district since 2003: two who have graduated and gone to college, and a 7

           3. At a time when public education and teachers feel devalued, how do you suggest increasing the value and/or climate of our school and our teachers?

Other than being a police officer or a medical provider, there are few professions that can be more stressful today than being an educator. Our district needs to create a climate where its professionals and staff feel supported and valued during good times and those more challenging. Mistakes will be made in any profession, but they often yield an opportunity to learn, grow and connect with students and families. Sometimes it is up to the leaders of the district to stand firm in support of its people who are on the front lines of education. We can work together to educate families and the community at large so they understand and support our efforts to provide a nurturing and safe environment while keeping expectations high for all students.

           4. How would you plan to keep communication channels open and work with the LOCAL as well as its members?

As mayor, I never formed a committee or sub-committee without including a representative from organized labor. While I might not always agree with you’re the bargaining unit on every issue, I will listen, be responsive and always communicate in a timely and respectful manner.

           5. What will you, as a board member, do to assure that teachers have the support and materials needed to successfully assist students in meeting state standards?

I have been a part of 11 municipal budget processes and 7 on the board of education side. I have consistently fought to protect education budgets from unreasonable, reactionary and sometimes arbitrary cuts to funding. This has not always been popular, but educating our children is the most important thing we do as a community. I will continue to fight to make sure we have adequate resources to pursue our Vision of the Graduate, and use those resources efficiently and effectively.

           6. What do you view as the district’s greatest capital needs right now? How do you think those needs should be addressed?

Naugatuck High School is an impressive, modern educational facility. Unfortunately our middle, intermediate and elementary schools are showing their age. The Long Term School Facilities Planning Committee (LTSFPC) envisioned renovations/consolidations to our schools after the renovation of the high school, which also complemented our downtown revitalization efforts. Mayor Hess and his team have positioned the Borough for some exciting initiatives that will transform the image of our downtown and positively impact the grand list. Revisiting some of the LTSFPC’s recommendations should be timed accordingly with downtown redevelopment.

Naugatuck Public Schools (NPS) has done a great job protecting the diverse programming and extracurricular activities that enhance the educational experience for all students. As a community we have also recognized that our educators and support staff should reflect the diversity of our student population. While there is still much work to be done, NPS has done a better job making this a priority. The resilience of our educators during the challenges of the Covid-pandemic was amazing. No one could have planned for such an event and all the passions that the Covid restrictions aroused, but the people who work for our district got our kids back to school and kept their focus on their students.

We can do a better job in some areas. The outward appearance of our school buildings often leaves a lot to be desired and sends a bad first impression to newcomers and those from out of town. Overgrown brush, un-mowed grass, litter and graffiti often are the first things that one sees when driving into our campuses. Broken scoreboards and concession facilities or bathrooms without soap or paper towels leave visitors with an impression that does not reflect the pride that most of us take in our district. Money will always play a role, but we must instill a level of pride in the appearance of our buildings and grounds and an acknowledgment that perception is important. Little things matter and speak to a broad audience of people about what kind of community we are.

We can also do better by creating a climate of support, collaboration and professional growth rather than one of fear. This must start at the top. Embracing fear as a motivator to achieve results is a non-sustainable model that does not encourage educators, particularly young ones, to grow.

           8. What do you see as the opportunities and challenges in this district?

We are a fairly large district with significant socio-economic challenges. While income is not the sole factor in determining educational success, it is naïve to think it does not play a role. Some families struggle with the basic needs of food, shelter and clothing that impact a student’s readiness to learn. Many also struggle with mental health and/or addiction. NPS needs to continue to partner with community stakeholders to ensure that families have access to the resources that put their children in the best position for academic success. The partnership with Wellmore is a good example of this.

There is a lot of excitement with the redevelopment plans that are proceeding for downtown. Shovels in the ground and cranes in the air will energize the community and renew discussion to ensure that our school district has the resources necessary to be a vibrant, successful school community able to meet the educational needs of new families moving to the Borough.

           9. Describe the achievement gap in this district. What causes it? What can be done to fix it?

The achievement gap is the disparity that exists in educational outcomes between different groups. It can be analyzed by comparing standardized testing data through subcategories such as race, gender, ethnicity, sexual orientation, disability and language barriers. Disparities can be caused by a variety of factors, many of which are beyond a school district’s direct control. These include economic challenges faced by families, historical patterns of discrimination, access to physical and mental health care or cultural value placed on the importance of education, just to name a few.

Numerous studies have been done about the best ways to address this, but it is not easy. Positive measures to reduce the achievement gap in Naugatuck involve early intervention, smaller class sizes, individualized and supplemental instruction, access to mental health resources and connecting families to community resources that will ease economic and health care challenges.

We also need to realize that we can’t measure the Vision of the Graduate solely through a standardized test score. Many such tests contain cultural biases that perpetuate the achievement gap. Results often show conflicting patterns of improvement or decline that are not easily explainable. Data is an important tool, but not the sole predictor of future success for every student. The life path may look very different from student to student, particularly those from different backgrounds, but long-term success and happiness can take many forms.

           10. How will you assess district leadership’s attainment of key goals? How will you know when a program or decision has been successful?

Data-driven decisions provide a level of measurement that allows some conclusions to be drawn. Data can sometimes, however, be deceiving and also manipulated. Our mission is well-defined for our students in the Vision of the Graduate, but we often do not know what that looks like until many years after a student leaves the district. I would like to see our district track post-graduate outcomes from our students who enter college, the military and/or the workforce.

District leadership should be judged by the climate it creates for professional growth, open collaboration and overall support for all stakeholders. Diverse focus groups and surveys that can’t be traced to IP addresses can be helpful to gain valuable and honest feedback in this area.

           11. In your view, what is the role of the teachers’ association in this district?

NTL is the leading voice and representative for the incredible teachers in our district. While there are always diverse thoughts and opinions in any bargaining unit, NTL is the collective voice of our local teachers and should always be included in the decision-making process.

           12. As a school board member, from whom will you seek advice or input in weighing key decisions?

I have learned from experience and often my own failures that careful listening is often more important than drawing conclusions on issues impulsively. Decision-making often requires choosing between differing viewpoints which inevitably will not make everyone happy. I believe it is important to seek the opinions of all stakeholders, consider all opinions, and then make the decision that is in the best interest of our district. The NTL will always be one of those stakeholder. Compromise is always part of the consideration, but there are times when adhering to core principles and beliefs is just as important.

I would by lying if I did not acknowledge that I will and always have sought the counsel of my wife and best friend, Eileen. As a 34 year educator in NPS, an administrator for the last 20, a resident of Naugatuck and the mother of our three NPS student-athletes; she has a unique perspective, expertise and experience that is invaluable. She also has a strong moral compass and is far smarter than me. We often disagree on educational topics, but I am able to see a different, more educated perspective on complex issues or initiatives that I do not fully understand. I now get to listen to the insight from our daughter Ally, a fourth generation educator who teaches history at Platt High School in Meriden. Her perspective as a new teacher allows me a different understanding of the challenges that face the next generation of educators who will one day be the future of our school district.

Various local organizations have asked candidates to answer specific questions which will assist voters in making informed decisions in the November 7th municipal elections. The following are my responses to questions asked by The Connecticut Partnership for Children. I urge all stakeholders to attend the candidate forum on November 4, 2023, from 10:00 AM to 12:00 Noon at Naugatuck High School.

Our district should prioritize resources and implement best practices to support its mission of achieving the Vision of the Graduate for all students while creating a positive school climate for all stakeholders. We must focus on proven strategies to improve test scores and close the achievement gap while at the same time understanding that each student’s path to and definition of lifelong success and happiness can look different based on a variety of circumstances. A thriving, socio-economically diverse district also creates an environment of connectivity between children and families and the numerous resources in the community that can assist all students to be ready to learn each and every day.

What kind of relationship should a district/the board have with its community? With its parents and families?

A board of education is the direct conduit between community stakeholders and district leadership. While successful boards often support and champion district initiatives, members are ultimately accountable to the voters and should be willing to challenge leadership when appropriate. A board member needs to be accessible to all community stakeholders and be willing to listen to and communicate with parents, educators and taxpayers. This is the foundation of a healthy and productive relationship with parents and families. I have always made my cell phone and email available to the Naugatuck community and can also engage stakeholders effectively on social media and other digital platforms.

What does inclusive learning throughout the school district look like to you? Why is this important to you?

Inclusive learning acknowledges that all students must have equal opportunity for a high-quality education regardless of individual challenges, barriers, backgrounds or disabilities. Students needing specialized instruction should receive it as a supplement to regular education classes and school activities rather than a separation from them. Understanding, acceptance and belonging are critical components of any education and students learn and feel best when immersed in a positive, inclusive environment. I have always worked to ensure that Naugatuck is a welcoming and friendly community that celebrates its diversity and is strengthened by it. Our school district should reflect these values and ensure that all students and their parents feel a part of something special.

Educators are expected to fulfill many responsibilities these days. Imparting knowledge and inspiring a lifelong love of learning are foundational, but words like coach, mentor, role model and confidant come to mind when thinking of how many of our students view their teachers.

No matter how dynamic, charismatic or life changing an educator can be in a student’s life, there is no person who will have a bigger impact on a child’s life than their parents or guardians. As a father who has learned this more through failure, we set an example each and every day for our impressionable children through our words, behaviors and interactions with others.

As human beings, we too often mix messages of unconditional love of our children with less noble emotions such as pride, anger, resentment, envy, “not getting our due respect”, believing that outside, unfair circumstances are the reason for our own troubles; or even seeking to get-back at someone who we perceive has done us wrong. We may not realize it, but children watch our every action and listen to all we say. As imperfect people, we as parents all have bad days when we are not being our best self. Unfortunately our children have an innate desire to please us by talking and acting like we do.

We live in a society where teachers, administrators and support staff are being held to the highest level of accountability in recent memory. With the exception of only police officers, no other profession outside of education presents a daily pitfall that an unpleasant interaction with a disrespectful or unruly student will result in a firestorm of unforeseen consequences. Too often these situations involve parents who act as fierce advocates for their children regardless of the sometimes outrageous nature of their behavior.

Our natural reaction as parents is to defend our children in the face of any real or perceived danger. Books and movies are filled with tales of heroic parents who fight for their children against all odds against injustice. School settings, however, are far removed from Hollywood. Too often our parental reaction when our child is disciplined is to seek blame from everyone involved except one person: our own child.

Imposing positive discipline on our children can be a painful experience. Personally I often leave the discussion wondering whether I conveyed the right message, said the appropriate things or was too heavy or too light with my language. It leaves me with a pit in my stomach and a sadness of heart. We are blessed with a loving, stable extended family that provides support and security for our family. Having such conversations can only be more difficult for those families struggling with their own challenging dynamics or economic hardships.

While there are undoubtedly instances when educators cross the line or certain students present a legitimate harm to others, there are many instances in our children’s lives when they simply have made a bad choice. Such actions result in consequences. While there certainly are unique factors to every incident, we have a hard time as parents practicing the same kind of accountability for us and our children as we expect from our educators.

Much has changed since I started coaching youth sports some 30 years ago. One constant, however, is that if you offer a young person an excuse as to why something went wrong; they will gladly accept it as the sole reason for misfortune. “The ref made a bad call”, “my teammate didn’t do what they were supposed to”, “the coach doesn’t like me” or “my opponent is cheating or talking bad to me” are just a few of the justifications I have heard from young players as to why things didn’t turn-out as expected. Sadly, it has become more common to hear the same thing from some of their parents.

We cannot fight the passage of time, and our children grow-up sooner than we all like. Unfortunately some of those excuses I hear on the fields and courts turn into more lasting sentiments like “My boss doesn’t like me”, “my spouse doesn’t understand me”, “I would have accomplished ______ if ______ didn’t happen; or, more pertinent to this topic: “It was all the teacher’s fault why my child acted that way”. Sadly, our children pick-up quickly when we reinforce the message that it is someone else’s fault for their behavior.

A powerful message that I heard years ago was that we are all in charge of our own stories. We can choose to let someone else write the narrative, or we can be in charge of our own success despite adversity. I have tried to stress this message to young people through sports, but the concept takes on great significance when applied to the pursuit of a better education for our children.

Too often we shy away from discussing the role of parenting to avoid the possibility of offending someone. It is hard to deny, however, the powerful role that parenting plays in a child’s education. Holding teachers and educational leaders accountable will always be part of the public conversation, but we must also be willing to require the same of parents. While all families in Naugatuck are unique, parenting with core values of respect, personal responsibility, honesty, tolerance and humility are universal.

The coronavirus alone probably did not cause this. One can argue that society had been changing for year in terms of parenting, lifestyle and a fractured and polarizing public debate on a variety of issues. The coronavirus alone probably did not cause this. One can argue that society had been changing for year in terms of parenting, lifestyle and a fractured and polarizing public debate on a variety of issues.

Based on anecdotal conversations in our community, many teachers feel frustrated and at times unsupported in their uphill struggle to educate all students. It is logical to assume that support staff, administrators, central office and even members of our Board of Education share similar thoughts. I welcome the opportunity to hear more from of our stakeholders about their experiences. To a degree we create our own morale each and every morning, but it is too prideful to think that we can achieve our best self without encouragement by, support from and collaboration with each other.

We often ask our students to be critical thinkers, to be adaptable and to master the ability to learn through experiences rather than the outdated educational techniques of the past. Our educators, however, are often required to operate in a system of rigid rules and are evaluated by data-driven outcomes. This is not to say that data is irrelevant, but educating children today is more about results of standard test scores.

Direct comparisons to corporate America are not necessarily analogous to public education, but there is commonality to motivating people. American business consultant and motivational speaker Ken Blanchard describes the modern example of today’s leaders in successful companies: “In the past, a leader was a boss. Today’s leaders must be partners with their people…they no longer can lead solely based on positional power.”

We cannot lose sight of the fact that educators, like most other professionals, learn from their own experiences. Our district does a tremendous job providing professional development opportunities for all educators and support staff. Such learning, however, is only a part of the incredible journey from young, idealist teacher to seasoned, effective educator. Along this journey, our teachers and administrators undoubtedly experience failure. Education today is a challenging job to say the least. Sometimes failure will be the result of circumstances beyond control. Each experience, however, adds value. A successful school district encourages this process in the spirit of personal and professional growth rather than a climate of fear.

An educational journey, however, is not as easy to measure. After all, the ultimate goal is to produce good human beings who can lead fruitful lives, adapt to changing circumstances and achieve their dreams. This path comes in many varieties.

Each year we are provided data about all of our schools that is calculated through standardized test scores. Schools are measured by the percentage of students who achieve certain metrics across disciplines. Much time and angst is spend by all involved, from boards of education and central office leaders to administrators, teachers and support staff.

While I am sure bright minds design good tests to measure performance, I have never seen any employer or military recruiter request the Smarter Balance or Next Gen scores of potential hires. While there is certainly value in measuring results, we focus a disproportionate amount of time on tests that do not tell the whole story.

Naugatuck is an economically challenged community comprised of students and families from diverse backgrounds. Many are English language learners. The inherent cultural bias of many standardized tests presents further skews the data. There is often conflicting and unexplainable reasons why some sets of scores rise or fall from a given year.

Education is expensive. By far it is the largest part of every municipal budget in the state. Every dollar is a precious commodity paid from the pockets of hard working taxpayers who fund our district. It is critical that all stakeholders have faith that all is being done to maximize resources.

Many of the functions of a board of education are similar to those of municipal government. In all communities, there is often duplicity with regard to administrative, financial and human resource operations.

While there have been efforts to share such services in the past, tangible cooperation is often limited by Connecticut law which gives boards of education complete control of all finances approved by the municipal government. There are examples in Naugatuck of cost savings through limited sharing of services, but we need to be open to explore further collaboration that could result in savings to taxpayers.

Under Mayor Hess’ leadership, the Joint Boards of Finance and Mayor and Burgesses has done an outstanding job of crafting responsible budgets during difficult financial times. This has resulted in real savings for taxpayers. I believe the Joint Boards would be open to creative collaboration with our Board of Education to reduce duplicity in administrative functions. While there has always been historical reluctance by education officials to do so, it is the right approach not only for taxpayers but for students as well.

Tomorrow, Naugatuck Pop Warner will begin its 16th season playing youth football, supported by its cheerleading program. Founded in 2008 by my friend and fellow coach, the late Paul McGrath, NPW has enriched the lives of numerous student-athletes over the years. As the new president, I would like to thank the amazing board members, coaches, parents and families that have worked so hard to get us in a position to start the season.

For a variety of circumstances, this year presented significant challenges that threatened the existence of the program. There was a time in July when it appeared we would not have a season. An entirely new board was formed on short notice, comprised of community-minded and kind-hearted people who came together to put the best interests of our kids, their families and our program first. I am honored to know all of you and so grateful for all you have done. You may never know how you have touched the young lives in our program in such a positive way, but you have.

As always, I must thank and praise God for what I can only describe as divine intervention. So many things went right for the organization at I time we couldn’t afford for them to go wrong.

Accepting the offer to be the interim president was not an easy decision for me, and one I almost declined. After a community meeting where my skills of diplomacy failed miserably, I made a decision not to accept the position, as I thought the task was too large and diffiult. Like with any big decision, I called this smart, pretty girl I know from Ansonia to tell her that it wasn’t going to happen. As always, she told me get back in the “Arena”, trust in yourself and the people around you, and do the right thing regardless of the outcome. Fortunately I listened to her and things started to fall into place immediately after.

I don’t know what this season has in store for us, but I do know this: it’s happening, Week 1, Naugy Football and Cheerleading. Let’s do this! Go Hounds!!!

A recent disagreement between the previous board of Naugatuck Pop Warner (“NPW”) and officials from Southern Connecticut Pop Warner (“SCPW”) has resulted in an unfortunate series of events that jeopardizes the fall football and cheer season. Others are free to point blame and/or draw conclusions as they deem appropriate, but I have been asked to serve as interim president of a new NPW board. If I choose to accept, my sole focus will be to try and save the 2023 season and give our student-athletes a place to play and cheer together in Naugatuck.

While I have coached multiple sports in Naugatuck for 30 years, many seasons without kids in the programs, I have avoided board involvement in almost all of them. Fall is a busy time for our family. In addition to work, coaching and being the public address announcer for Naugatuck Greyhound Football, our family will be traveling each weekend to watch our son play his senior year as a WR for WPI (Roll Tech!). I am contemplating service in a temporary capacity only because of the importance that Naugatuck Football has played in my life, that of our family and all those who have positively benefited from it for over 120 years. If I choose to pursue this arrangement, the interim board that I will appoint will organize new elections in 2024 open to anyone interested.

Time is of the essence. The previous board is in possession of all paperwork that has already been submitted for the upcoming fall season. I have known and coached with many of the previous board members over many years. Collectively and individually they have done many good things for youth sports in the Borough while volunteering countless hours. I believe we have reached an agreement that will allow for the transfer of all documentation and equipment.

I was asked to go to the recent meeting between NPW and SCPW but could not attend as it was the night of a Union City playoff game for a team I manage. I know only what I have heard from others, accounts of which vary. I also supported a move away from SCPW as I believe Naugatuck Football is better served playing teams against which it competes in the NVL and/or with other communities that build their youth football organizations as developmental leagues for a single, high school program. That being said I have enjoyed the high-level of competition and camaraderie of SCPW associations and their coaches and experienced much success in my eleven years as a coach.

At this time there is no knowledge or record of who registered, how many registered or whether or not we can field teams at various levels. I also hope that we can all put adult emotions aside and realize that Naugatuck student-athletes are best served playing with their friends and classmates in Naugatuck. I would call on the NPW president of the previous board, James Craft, to issue a statement in support thereof. James is a man of integrity and Faith and a great Dad who always puts the interest of the kids he coaches first.

The interim board will be tentatively holding an open meeting on Wednesday, July 12, 2023, 6:30 PM at the Naugatuck Armory. Out of town representatives from SCPW or other Pop Warner-affiliated organizations will not be invited. The purpose will be to discuss what is needed moving forward to have a fall season, and answer any questions from all stakeholders. Those technically savvy enough to do so are free to stream it live and/or create a video conference for those who cannot attend. I will organize the meeting but reserve judgment until its conclusion whether or not I will accept the role of interim president. I encourage members of the previous board to attend. While we are free to differ with regard to preference, the only logistical choice if we are going to play this upcoming season is SCPW. We are aware that some parents requested refunds for registration fees already paid or waivers to play in other associations. I would personally support all such wishes once the existing documentation is received from the previous board, but respectfully request that you consider remaining in NPW after all information is presented and questions answered. The registration period would need to be extended if we are to proceed.

There will undoubtedly be much discussion on social media about all that has transpired. While we all have freedom of speech in this amazing Country and often get caught-up in discussions from time to time, I would urge all involved to practice restraint, patience and a focus on making sure our kids have the opportunity for an enjoyable fall season with their friends and classmates. In addition to the meeting, I am available on my cell phone at 203-217-0876, by email at

After much reflection and prayer, I have respectfully submitted my name before my local town committee to run for a seat on the Naugatuck Board of Education this coming November. I am humbled by and grateful for the overwhelming support I have already received. I believe that my experience, skills and familiarity with our school district give me a unique perspective and opportunity to work together for positive change.

Since leaving the mayor’s office seven years ago, I have generally refrained from public life outside of coaching youth sports and various community involvement. I have marveled at the excellent job Mayor Hess has done and continues to do leading our community. As a consumer of our education system, however, I have too often been quick to identify problems without participating in solutions. After thoughtful consideration the past couple months, I have concluded that there is still good work to do with great people in local government. While I have no personal or professional interest in any higher office, serving on the board of education would allow me to pursue my lifelong passion for Naugatuck Public Schools.

I recently read a Faith-based inspiration on involvement in public service. It cautioned the reader that when getting involved in their communities, one should refrain from viewing oneself as the “Savior” of the story. Too often we think we know the solutions to all the problems and our pride and ego tempt us into believing only we can solve them. We sometimes talk far too often when we should be listening. I have learned from many years in local government, often times a result of my own ego, that most problems are complicated, the overwhelming majority of those involved have good intentions, and that change is only possible through careful thought, building relationships and working as a team. If I am fortunate to be elected, I will commit to working positively and collaboratively with our educational leadership, faculty and staff; and listening to our parents, students and taxpayers.

We live in challenging times. This is magnified when we consider the importance of public education in our community. An outstanding education is often the best chance our students have to rise above difficult circumstances and achieve great things for their future. Our district faces a crossroads. Our only real choice is to work in unity, partnership and cooperation while fostering a culture of hope and respect over fear. We must find the delicate balance of being an inclusive, welcoming and accepting school community, while requiring accountability from all stakeholders and excellence from our students. To foster learning, our schools must be safe places.

I welcome an opportunity to speak with you all stakeholders and taxpayers who have questions, ideas or simply want to discuss the issues we face as a school district or the community in general. I am always available by cell phone (203-217-0876) or email (

I would like to thank the Naugatuck Democratic Town Committee for endorsing me to be a candidate for the Board of Education. I am humbled and honored by all the support from so many great people. It is a great privilege to be a part of the incredible team that is led by our amazing mayor, Pete Hess. Unlike the state of national politics that is increasingly dominated by deepening shades of red and blue, local politics are about good people coming together to make their communities better places to live, work, do business and raise a family. In Naugatuck that means the only colors that matter are Garnet and Grey. I respect all those who have put forth their name, time and talent to run for local office. If I am fortunate enough to be elected, I promise to work with everyone with good intentions to make our Naugatuck Public School System all that it can be. #NaugyStrong
